The strategy sets the national policy agenda on hydrogen with specific focus on developing hydrogen infrastructure, market rules and stimulating the production and use of hydrogen. Further updates to the policy developments of the hydrogen sector are provided in letters to the Parliament on the progress of hydrogen policy.

 

PRODUCTION

The goal in relation to production is to bridge the gap between price of grey and green hydrogen. Production support comes in the form of DEI+ programme for pilots and demonstration projects, and SDE++, as well as several schemes for applied research and innovative pilot projects. Additionally, the government will analyse whether and how to link offshore wind energy production with hydrogen production.

 

TRANSMISSION AND DISTRIBUTION

The development of hydrogen infrastructure is a key action in the strategy focusing on under what conditions the existing gas grid can be repurposed for hydrogen. Additionally, the strategy foresees a key role for the Netherlands in the North Western hydrogen market due to its connections with Germany and the role of the Port of Rotterdam for imports. Blending in the natural gas system will also be examined. The role of market regulation and infrastructure will be examined to guarantee security of supply, low-social costs and freedom for market actors.

 

CROSS-CUTTING

The government will coordinate with other European countries on guarantees of origin. Furthermore, direct contact with the European Commission is foreseen during the period of adoption of market rules, as well as participation in regional forums to define common approaches to standards, market incentives and regulations.
As part of the Main Energy Infrastructure Programme, guidance will be issued from the government in consultation with industrial clusters on precise locations for electrolysers, considering the proximity to gas infrastructure, space requirements and the capacity of electricity infrastructure.

 

END-USES

Mobility

For mobility the strategy targets a national rollout of hydrogen mobility with national and regional governments serving as launching customers through the purchase of waste collection vehicles. Subsidy schemes for zero emissions urban logistics and heavy-duty transport will be developed under the framework of the National Climate Agreement. The roll-out of refuelling stations will be encouraged and targets for SAF in the aviation sector are set in the Sustainable Aviation Agreement.

Heating

Under the National Hydrogen Programme, one of the goals is to set the prerequisites for the safe application of hydrogen in built environment.
